建设现代化经济体系,必须充分发挥科学技术作为第一生产力的作用,其中,有效的科技成果转化必不可少。提高科技成果转化效率,需要充分发挥科技成果转化的中端环节科技中介服务企业的作用。但由于我国的科技成果转化存在民营的科技中介服务机构"难长大"、高校和科研院所的技术转移服务机构"难作为"、碎片化的知识产权管理体制"卡脖子"等问题,需要从新型政商关系构建、市场主体能力建设、供给侧结构性改革和国有企业改革等方面综合考量,通过试点"科技成果转化信托投资基金"、培育"科技成果转化生态系统"、推进知识产权管理体制改革等途径,破解科技成果转化链条中端不畅的难题,进一步提升中国经济发展质量和效益。

Taking into consideration various aspects including the formulation of new-type of government and business relations, capacity building of market entities, supply end structural reform, and the reform of SOEs, the paper proposes to break smooth the middle-end chain of the transformation through piloting trust fund of transformation, fostering ecological system for the transformation, and promoting IP management systematic reform, so as to further enhance the quality and effect of China＇s economic development.
