摘要 污染密集型产业的技术创新与成果转化是产业本身经济效益及全社会节能减排的关键,基于DEA法对7个代表性的污染密集型产业在2013-2015年间的技术成果生产与成果转化两阶段效率的测算结果表明,采掘业在两个环节的效率均较低,造纸与纸品业、电力及热力生产与供应业分别在技术成果生产环节与技术成果转化环节表现较差,金属制品行业在两个环节均表现良好,其他3个行业在部分年份存在些许效率损失。基于此,需要对不同行业分别采取限缩或扩大投入规模、对研发模式与研发管理以及商业化应用模式进行检讨及改进等差别化措施。 Technological innovation and achievement transformation of pollution - intensive industries is the keyto the economic benefits of the industry and the whole society' s energy - saving and emission - reduction. Based onthe DEA method, we calculate the two - stage efficiency of technological achievement production and transformationof the seven representative pollution - intensive industries in 2013 - 2015. The result shows that the efficiency ofmining industry is low in both two links; paper - making and paper product industry shows poor performance in thelink of the technological innovation, while Electricity and heat production and supply industry shows poor performance in the link of achievement transformation; Metal products industry has high efficiency in both two links; theother three industries have little efficiency loss in some years. Therefore, it is necessary to take differentiated measures towards different industries, including the limitation and expansion of input scale, the review and improvementtowards the pattern and management of R&D and the the pattern of Commercial application.
