福建对东盟水产品出口贸易的问题及对策分析

近年来,福建与东盟各国在中国东盟自由贸易区的推动下,合作日益紧密,东盟各国成为福建对外贸易发展的重要阵地,其中水产品贸易往来更是成果丰硕。文章在研究福建对东盟水产品的出口贸易过程中,发现虽然东盟是福建水产品贸易出口的第一大合作伙伴,但是根据迈克尔·波特钻石模型理论研究发现在实际贸易过程中也存在着许多问题,诸如生产要素优势转移及产业同质化竞争激烈、相关产业及支持组织水平低、机遇与政府行为、频繁遭遇原产地退证查询等方面成为制约福建省水产品出口东盟的主要因素;最后,从政府、企业、行业协会三个角度入手,提出增强福建省水产品出口竞争力的对策。

In recent years, under the promoting of China - ASEAN free trade area, the cooperation between Fujian and ASEAN countries is more and more closed. ASEAN countries has become important part in the developmentof Fujian foreign trade. In particular, aquatic product trading exchanges is very successful. In the research process,this paper finds out that ASEAN countries are the first big cooperator of Fujian in aquatic product trade export. However, according to Michael Porter＇ s research on diamond model theory, in realistic trading process,there still existmany problems, such as the transfer of productive factor advantages,the intense industrial homogeneity competition,the low standard of relevant industries and supporting organizations, opportunities and government action, frequentencounter of the inquiry of origin certificate etc, which has become main factors that restricts the aquatic product export from Fujian to ASEAN countries. In the end, from the views of government,enterprise and industry association,this paper puts forward countermeasures to enhance aquatic product export from Fujian to ASEAN countries.
