城乡统筹背景下农村产权制度改革的路径分析

农业是我国的基础产业,我国拥有大量的农民群体,如何发展农村,如何保障农民的合法权益是政府和社会普遍关注的问题。随着城乡统筹发展,城乡开始融合,农村产权问题开始凸显出现,产权制度在农村而言,一方面制度不够完善,另一方面在农村的执行情况较差,农民不清楚自己的权益,经常出现农民合法权益被非法侵占的情况。因此,只有进行农村产权制度改革,明确农民产权,才能保证农民的合法权益。主要对农村产权制度改革的路径进行探讨。

Agriculture is a basic industry in our country. China has a large number of peasant groups. How to develop rural areas and how to protect the legitimate rights and interests of peasants are issues of general concern to the government and society. With the overall development of urban and rural areas,the integration of urban and rural areas began to emerge,and the problems of rural property rights began to appear. In the rural areas,the property rights system was not perfect enough. On the other hand, the implementation of the system was poor in rural areas. Farmers were not aware of their own rights and interests.The legal rights and interests are illegally occupied. Therefore,only by carrying out the reform of rural property rights system and clarifying the property rights of peasants can we guarantee the legitimate rights and interests of peasants.
