党的十九大报告指出,当前我国社会主要矛盾已发生重要转变,最突出的表现是城乡发展不平衡,农村发展不充分,这是制约农民日益增长的美好生活需要的重要因素。在决胜全面建成小康社会和建设社会主义现代化强国的强大使命下,乡村振兴成为新时代乡村发展的新动力。以城乡融合实现互利共赢是乡村振兴战略的基本要求,是解决新时代社会主要矛盾的突破点。作为改革开放的前沿阵地,温州的城乡融合状况在全国具有特殊性和典型性。温州的城乡融合要面对相对发达的城市和相对落后的农村,打破城乡二元分割壁垒,逐步实现生产要素的合理流动和优化组合,促使城乡经济社会生活协调发展,缩小城乡之间的基本差别,最终目标是以城乡融合促进乡村振兴。达成这一目标的难点在于消除城乡间制度性障碍,突破点是深入推进"三权分置"改革,宅基地制度改革等,打通温州城乡要素市场,使土地、资本、劳动力等要素形成对流,建立城乡融合发展体制机制和政策体系,着力促进乡村振兴战略实现。

Wenzhou's urban-rural integration to face relatively developed the city and the relatively backward rural areas, breaking the dual segmentation barrier of the urban-rural areas, gradually realize the rational flow of production factors and optimal combination, promote urban and rural economy.
