新农保对中老年劳动力农业劳动供给的影响

Effects of New Rural Pension on Agricultural Labor Supply of the Middle and Elder Aged

随着我国社会劳动力老龄化不断加剧,社会养老已成为人们关注的热点。新农保作为一项具有普遍性的养老保障制度,引起了越来越多的关注。以新农保对劳动力供给的影响作为研究出发点,利用中国健康与养老追踪调查(CHARLS)2013数据,针对变量选取中出现的多重共线性问题,采用岭回归逐步分析法,选取年龄、健康状况、婚姻状况、土地拥有量等作为控制变量,研究新农保对劳动力供给的影响。结果表明,新农保参保人群会明显降低其参与农业劳动的概率,但新农保政策对于提高农村人口老年福利水平起到了一定的积极作用。为此,建议逐步提高养老金的发放额度,扩大新农保的覆盖面,提高农业机械化水平,推动新型农业经营主体的发育,以缓解农业劳动力供给不足的矛盾。

As the aging problem in labor supply becomes increasingly serious in China,the burden of familypension is getting heavier.New Rural Pension,as a widespread pension system,has aroused more and more atten-tion.This paper selectedthe influence of New Rural Pension on the labor supply in the middle-aged and the eld-erly as the starting point of the research.China Health and Retirement Longitudinal Survey （CHARLS） data andthe ridge regression model were used to analyze the problem and age,health status,marital status,land,etc.wereselected as control variables for the empirical research.The main conclusion shows that people involved in NewRural Pension significantly reduce their participation in agricultural activities,indicating that the introduction ofNew Rural Pension has played a certain role in improving the welfare of the rural population.
