精准扶贫是关系到能否全面建成小康社会的一个关键。光伏扶贫是在贫困地区开展精准脱贫的一个重要手段和有益尝试。在实践推广中,要理解光伏扶贫的时代渊源和新内涵,理顺光伏扶贫的政策设计和运行机制,针对现实困境,坚持精准脱贫、遵循因地制宜、加强统筹规划,通过做好精准识别、鼓励和支持创新、积极开展"光伏+"应用、加快农村基础设施建设步伐等路径来提高光伏扶贫的扶贫效率。

Precise poverty alleviation is a key to the smooth development of a well-off society.Photovoltaic（PV） poverty alleviation is an important means and a useful attempt to achieve the goals of precision eradica-tion in poverty-stricken areas.In popularizing the practice,we should understand the origin and new connotationof the era of PV poverty alleviation,rationalize the policy design and operation mechanism of PV poverty allevi-ation,follow the practical difficulties,adhere to the precision and poverty alleviation,keep in mind the localconditions,strengthen the overall planning,support innovation,and actively carry out “PV ＋” applications,ac-celerate rural infrastructure construction and other pathways to improve the efficiency of poverty alleviation.
