乡村振兴战略的理论逻辑、科学内涵与实现路径

The Theoretical Logic,Scientific Connotation and Achieving Methods of Rural Revitalization Strategy

基于十九大提出的乡村振兴战略,对乡村振兴战略的理论逻辑、科学内涵和实现路径进行分析。研究认为,乡村振兴战略是党中央新时代"三农"工作的新战略、新部署、新要求,乡村振兴战略的核心是"战略"、关键是"振兴"、靶向是"乡村";把握其科学内涵,需准确掌握乡村振兴战略的本质、总体要求、主要目标和主要内容。实施乡村振兴战略,需坚持顶层设计,科学制定乡村振兴规划;需强化制度供给,统筹推进乡村"五位一体"建设;需推进农业供给侧结构性改革,加快实现农业农村现代化;需坚持人民主体地位,紧紧依靠和为了广大农民;需抓住"人""地""钱"关键要素,推动战略行稳致远。

Based on the rural revitalization strategy proposed on the 19thNational Congress of the CPC,this paper analyzes the theoretical logic,scientific connotation and achieving methods of the rural revitalizationstrategy.The research shows that the rural revitalization strategy is the new strategy,deployment and require-ment of the CPC’s “three rural issues” in the new era .Its core is “strategy”,key is “revitalization”,and tar-get is “rural area”.To appreciate its scientific connotation,it is necessary to grasp the essence,general require-ments,main objectives and contents of the rural revitalization strategy.To implement the strategy of rural revi-talization,we need to adhere to the top level design, scientifically formulate the rural revitalization plan,strengthen the institutional supply,promote the construction of “five in one”,advance the supply-side structur-al reform of agriculture and accelerate the modernization of agricultural and rural areas.We must stick to theprincipal status of the people,rely firmly on the vast majority of farmers and do everything for them, seize the key elements of “ people” ,“ land” and “money” ,and promote the steady growth of the rural revitalization
