提升河南财政收入占生产总值比重的对策研究

财政收入占GDP比重是反映区域经济运行质量和经济结构优劣的一个重要参数。近些年,河南财政收入规模不断扩大,但其占GDP比重在全国排位长期靠后。结合有关数据,通过与其他省的比较分析,可以发现河南财政收入占GDP比重偏低的原因主要有经济结构不优、服务业比重低、制造业层次不高、农业占比大等。提升河南财政收入占GDP比重可以采取加快供给侧结构性改革步伐、积极实施"三区一群"战略、加速新旧动能转换、做大做强主要税源企业、提升新型城镇化质量等对策。

The proportion of fiscal revenue to GDP is an important parameter to reflect the regional economic operation quality and economic structure quality. In recent years Henan fiscal revenue continues to expand the scale, but it accounts for the proportion of GDP is very low and lag behind for a long time in the country. According to the relevant data, this research through comparative analysis with other province report explores the causes of Henan fiscal revenue accounted for a low proportion of GDP which are the main economic structure is not good, the proportion of service industry is low, the manufacturing level is not high, a large proportion of agriculture etc.. The countermeasures to increase the proportion of Henan＇s fiscal revenue to GDP are that we can speed up the supply side structural reform pace,and actively implement the ＂three districts of a group＂ strategy. We also should accelerate the transformation of new and old kinetic energy, and make bigger and stronger major tax source enterprises, and enhance the quality of new urbanization.
