自贸区综合发展水平影响因素评价研究

Evaluation Research on the Influence Factors of Comprehensive Development Level of Free Trade Zone

自贸区建设推动区域经济发展的路径是自贸区内要素与全球经济高端发展要素良性互动的过程。我们以经济基础条件、对外开放程度、公共政策环境、辐射带动效应为一级指标构建自贸区综合发展水平影响因素评价指标体系。为了检验构建的评价指标体系的科学性、合理性和可操作性,我们以河南自贸区为例,采用层次分析法对其综合发展水平影响因素进行评价,结果表明:各项指标的权重和评价值与河南自贸区所处发展阶段的实际情况基本吻合,这说明我们构建的评价指标体系基本上满足科学合理、结构完整和可操作性强的要求。但是,囿于认识的局限性和数据的可得性,我们还需要不断改进和完善评价指标体系,以期更加科学、准确地识别自贸区综合发展水平影响因素。

The path of Free Trade Zone construction promoting regional economic development is a process of positive interaction between elements of Free Trade Zone and high-end development elements of the global economy.We build an evaluation index system of influence factors of the comprehensive development level of Free Trade Zone based on economic basic condition, degree of opening to the outside world, public policy environment and radiation driving effect. In order to test its scientific, reasonable and operational, let＇s take Henan Free Trade Zone as an example,and then make evaluation on the influence factors of comprehensive development level of Henan Free Trade Zone with analytic hierarchy process. The results showed that the weight and the evaluation value of each index basically coincides with the actual situation of the development stage of Henan Free Trade Zone. This indicates that the evaluation index system basically meets the requirements of science rational, structural integrity and operability. However, due to the limitations of cognition and the availability of data, we also need to constantly improve and perfect the evaluation index system, so as to identify scientificly and accurately influence factors of the comprehensive development level of Free Trade Zone.
