交通绿色发展是推进交通行业生态文明建设工作的必经之路,也是实现社会经济与自然环境协调共生发展的重要举措。在现有的交通绿色发展经验和管理方法基础上,结合长效机制原理性分析,提出交通绿色发展长效机制的基本框架、构成要素及主要方面。在基本体系条件下,进一步厘清交通绿色发展长效机制的实现路径和作用方式方法,通过任务分解,明确主体责任,建立了不同主角视角下的任务清单体系,形成从宏观顶层设计、中观路径分析至微观任务落实交通绿色发展长效机制。

The green development of traffic is an important way to promote the construction of ecological civilization in the transportation industry and is also an important measure to realize the coordinated development of social economy and natural environment. On the basis of the existing experiences and management methods of traffic green development, we put forward the principle analysis of long-term mechanism, the basic frame, constituent elements and main aspects of long-term mechanism of green development. Under the condition of the basic system, the path and the way of realizing the long-term mechanism of the green development of traffic were clarified. The main responsibility and the task list system with different protagonist perspective from macro to micro was established through the task decomposition.
