地方社会组织参与江苏基层治理问题研究

Research on Participation of Local Community Organization in Grassroots Governance of jiangsu Province

完善国家治理体系,提升国家治理能力,既要看"顶层"设计,更要靠"基层"实践。进入"十三五"时期,江苏面临实现战略发展的重要机遇,随着社会体制改革的进一步深化,政社、政事、政企不断分离,许多具有服务性、公益性、社会性的政府职能将逐渐向社会转移。因此,作为社会系统的"神经末梢",地方社会组织的快速发展已经成为不可逆转之势。但作为一个社会新生事物,地方社会组织的发展也必将面临诸多的机遇和挑战:如何做到真正植根于老百姓?如何实现好基层人民群众的自我管理、服务、教育以及监督?如何搭建好地方政府管理与基层自治有效衔接的组织平台?如何发挥好承接地方政府职能、增进基层社会自治的重要载体作用?本文着重分析了"地方社会组织参与江苏基层治理"中所面临的一系列亟待解决的重大现实问题,并在此基础上提出建立地方社会组织参与江苏基层治理的"五位一体"的创新机制。

Improvement of national governance systems and national governance capacities not only depend on the ＂top-level＂ instructions but also on the ＂basic-level＂ practice. During the 13th five-year plan period, Jiangsu has been faced with an important opportunity to realize strategic development. With the further deepening of social systems reform and the separation of government-society, government-institution, and government-enterprise, plenty of functions on service, public warfare, and sociality will transfer to society gradually. As the ＂teleneuron＂ of social system, the rapid growth of local community organization is predictable. However, as a new thing, local community organization will be confronted with numerous opportunities and challenges. How to represent civilian？ How to improve the abilities of civilian to self- regulate, self-serve, self-educate, and self-control？ How to construct a platform that combines local govern and grassroots autonomy？ How to work as an important carrier that undertakes function of local government and enhances grassroots autonomy. In this research, we will discuss some significant burning realistic questions occurring when local community organization participating in the grassroots governance of Jiangsu province. Based on this, we propose to develop a ＂five-in-one＂ innovative mechanism on participation of local community organization in grassroots governance of Jiangsu Province.
