志愿者评价是志愿服务制度化的重要抓手,是提升志愿服务水平、优化志愿服务类型结构、扩大志愿服务活动覆盖面的关键因素。为了解全国志愿者评价工作开展情况,总结分析志愿者评价的经验,促进全国志愿者评价工作科学化、专业化、社会化的发展。课题组通过实证研究全面考察全国志愿者评价工作开展情况,总结和分析了志愿者评价环节和要素,从法治化、系统化、专业化、规范化和组织化等视角,提出了加强志愿者评价制度建设的思路举措和政策建议,为完善志愿者评价制度建设提供决策依据,更好地推动我国志愿服务事业的发展。

As one of the important tools in volunteering service management, volunteer valuation system is necessary in improving volunteering quality, optimizing volunteering category structure and enlarge the coverage of the volunteering service. To investigate the nation-wide volunteer valuation situation and learn from the experience from existing valuation, our team view the national volunteer valuation through empirical study and analyze the existing valuation processes and elements, making the valuation more scientific, more professional and more social. The report lists advice and suggestions for improving volunteering valuation system from legal, systematic, professional, standardize and orbitational perspectives. It serves as the basis for the decision-making in Chinese volunteer valuation system and will encourage the development of volunteering services.
