The Key and Several Main Relations of the Construction of the Modern Economy

党的十九大报告指出,建设现代化经济体系是跨越关口的迫切要求和我国发展的战略目标。现代化经济体系的提出符合我国社会主要矛盾发生转化的基本国情和开启全面建设社会主义现代化国家新征程、新时代的要求。建设现代化经济体系的任务包括大力发展实体经济、提升创新地位、乡村振兴、区域协调发展、完善社会主义市场经济体制和全面开放等六个方面。在建设现代化经济体系过程中,需要处理好四个关系,即政府与市场的关系、推进"放管服"改革与完善市场经济体制的关系、深化供给侧结构性改革与破除体制机制障碍的关系、推进农业农村现代化与深化制度改革的关系等。

The report of the 19th CPC national congress points out that the construction of the modern economy is both an urgent requirement for getting us smoothly through this critical transition and a strategic goal for China＇s development. The proposal of modern economy is in line with the basic national conditions of the transformation of the major social contradic- tions in China, and the requirement of starting the new journey and the new era of building a socialist modernized country in an all-round way. The tasks of building the modern economy include six aspects： vigorously developing the real economy, enhancing the innovation status, rural revitalization, coordinating the regional development, improving the socialist market economy and opening up on all fronts. In the process of constructing the modern economy, four relationships need to be dealt with, that are, the relationship between the government and the market, the relationship between promoting the reform ＂decentralization, integration of man- agement, optimization of service＂ and improving the market economy,the relationship between deepening supply-side structural reform and breaking up the obstacles of the system and mech- anism, the relationship between advancing the modernization of agriculture and rural areas and deepening institutional reform.
