海峡两岸公共产品的内涵、特性与有效供给

Connotation,Characteristics and Effective Supply of Public Goods Across the Strait

海峡两岸是割舍不断的命运共同体,需要丰富的公共产品来满足两岸人民的共同需求,保障两岸人民福祉,处理两岸公共事务,实现两岸融合发展。海峡两岸公共产品一方面是两岸交流合作、两岸关系发展的结晶体,另一方面又对这两者有保障、推动、形塑的作用。由于基础性公共产品供给不足,供给制度化程度低,私物化情况严重等原因,海峡两岸公共产品长期处于供给不足的状况。而少部分"台独"分子,破坏两岸公共产品,背弃两岸共同价值,对两岸关系造成重大影响,尤其值得警惕。两岸可在夯实"九二共识"的基础上,增加基础性公共产品的供给,做好相关制度安排,建构多元供给体系,实现海峡两岸公共产品的有效供给。

The two sides of the Taiwan Strait are inseparable community of common destiny,need a wealth of public goods to meet the common needs of the people on both sides,and to protect the well-being of people on both sides,and to deal with cross-strait public affairs and realize the integration and development across the Taiwan Strait.The Cross-Strait public goods are,on the one hand,the crystallization of exchanges and cooperation between the two sides of the Taiwan Strait and the development of cross-Strait relations.On the other hand,they have the role of safeguarding,promoting and shaping both of them.Due to insufficient supply of basic public goods,the low degree of institutionalization of supply and serious illicitization of public goods,the public goods on both sides of the Taiwan Strait have been in short supply for a long period of time.But a few "Taiwan independence"elements destroy the public goods on both sides of the Straits and abandon the common value of the two sides of the Straits,which has a great impact on the cross-straits relations,and is particularly worthy of vigilance.On the basis of consolidating the "1992 Consensus,"both sides of the Taiwan Strait will increase the supply of basic public goods,make relevant institutional arrangements,build a diversified supply system and achieve an effective supply of public goods across the Taiwan Strait.
