中部地区农业转移人口市民化成本及其分担机制构建——基于3个典型城市的调查

Urbanization Cost and Sharing Mechanism of Agricultural Transfer Population in Central China——Based on the Data of the Three Typical Cities

中部地区是当前新型城镇化建设的亮点和潜力地区,中部地区的新型城镇化建设承载着我国产业结构的转型调整和经济增长的统筹发展。中部地区农业转移人口的市民化特征表现为文化认同度高,定居意愿强,城镇居民对农业转移人口市民化的认可和包容程度较高。经过测算,中部地区农业转移人口市民化的人均成本分别为9万元(参加职工社会保险)和7万元(参加居民社会保险)左右,市民化的总成本由政府、企业和个人三方分担。

Central China is the highlight and potential area of the new urbanization construction.The new urbanization construction in the central region bears the transformation and adjustment of China's industrial structure and the overall development of economic growth.The characteristics of the urbanization in Central China are characterized by high degree of cultural identity,a strong desire to settle down,and high degree of acceptance and tolerance of urban residents.According to calculation,the cost per capita city central area urbanization mainly is about 90 thousand yuan(employees'social insurance)or 70 thousand yuan(Residents of social insurance),the total cost of the public is shared by the government,enterprise and individual three party.
