The Difference Analysis on Maintenance and Inspection Standards for Oil Dopot Between China and Australia

油库是石油行业重要的基础设施。我国已掌握大型储罐设计和施工技术,但储罐安全管理还需改进。针对储罐消防安全、储罐清洗已开展国外标准研究,但对澳大利亚管道和储罐标准的研究较少。介绍了澳大利亚储罐维护检测标准AS 4971-2008,深入研究了该标准与国内标准的差异,该标准的先进性主要体现在重视储罐日常巡检制度和储罐附属设施检验方面,例如重视储罐日常巡检异常报告、盘梯和罐基础检测周期短、储罐负压/常压状态检查、盘梯钢结构检验、重视罐底板内腐蚀检验、加热盘管和立柱检查等。提出了借鉴澳大利亚储罐运行管理标准改进国内标准的建议。

Oil Depot was the important facilities in petroleum industry. China mastered large tankdesign and construction technology, but tank safe management need to be improved. In view of tank ？refighting safe and tank cleaning, foreign standard were studied, with Australian standard ignored. Thepaper introduced Australia tank maintenance and inspection standard AS 4971-2008,with the differencebetween Australia and China standard was studied in detail. The advancement of AS 4971-2008 werestrengthing tank routine inspection regulation and tank auxiliary facilities inspection, such as strengthingabnormal repot during tank routine inspection, and short inspection period for ladder and foundation, andtank pressure vacuum and atmosphere conditions check, and ladder steel structure inspection, and strengthtank ？oor internal corrosion inspection, heat coil and support leg check. Finally, the suggestion of adoptingAS 4971-2008 to improve domestic standard was made.
