河南省农业供给侧结构性改革研究

Research on Structural Reform of Agricultural Supply-side in Henan Province

从供给侧角度来看,河南省农业存在3个"不满足":一是当前农业的品质、品种以及功能结构不能够满足市场的需求;二是农业的成本效益结构不能够满足市场的竞争需求;三是农业的资源利用方式以及结构不能够满足环境的需求。三个"不满足"导致河南省粮食生产供过于求与供不应求同时存在,结构性供需矛盾十分突出。在对这些问题分析的基础上,提出了河南省农业改革的核心应该是提高农业竞争力,同时以农产品品种和品质结构优化、土地资源配置结构合理、农业科技创新结构加强、改善农业生态环境为重点推进供给侧结构性改革,快速建设现代农业体系,积极按需调整政策来推动农业的全面发展。在河南省积极解决农业供给结构性问题的同时,为全国其他地区的农业改革树立模范形象,起到一定的带头示范作用。

From the perspective of supply side,there are three "unsatisfied"problems in agriculture in Henan province: Firstly,the quality,varieties and functional structure of agriculture are not able to meet the market demand; Secondly,the cost-benefit structure of agriculture cannot meet the competition demand of the market;Thirdly,the resource utilization and structure of agriculture can not meet the needs of the environment. All these factors result in the coexistence of over-supply and short-supply in the food production of Henan province. The structural contradiction between supply and demand is very prominent. On the basis of analyzing these problems,this paper suggests that great importance should be attached to the improvement of agricultural competitiveness,the structure optimization of agricultural product varieties and quality,the rational allocation of land resources,the reinforcement of agricultural scientific innovation,and the enhancement of ecological environment. With the construction of such modern agricultural system and the timely countermeasures,the structural problems of agriculture supply can be solved effectively,which provides references for the agricultural reform.
