"Reducing Cost" investigation: Enterprise Operation Analysis——The West Group From Chinese Academy of Fiscal Sciences

2017年中国财政科学研究院继续开展降成本调研活动,西部组选择了广西和云南两地进行调研,调研的对象既有企业,也有行业主管部门或协会。在调研中,我们发现,当地政府贯彻中央政策,采取多项措施帮助企业降低用电成本,控制融资成本,压缩人工成本和交通成本。企业自身也采取措施,提升营运管理效率,提高资金的使用效率,但是仍有不少企业认为物流、融资、人工等成本上升较快,企业面临较大压力。本文建议:鼓励企业通过自身管理提升效率降低成本,同时政府可以通过降低优惠和政策门槛、公平税负、降低融资过程中的附加成本等方式提升竞争环境,稳定政策预期,帮助企业在较长时期内降低成本,提高企业的竞争力。

The west group investigated the Guangxi Autonomous Region and Yunnan Province in 2017, inter-viewed quite a few enterprises as well as government agencies and industry association in charge of enterprise supervision. With on-spot discussion, the group knows that the government agencies take quite a few measures such as reducing electricity cost, controlling financing cost, constraining labor cost and transportation charge to help the enterprises. Also the enterprises have done a lot to improve internal management operation efficiency, financing etc to reduce cost internally. With all these policies and measures, some enterprises still feel that quick cost increase in labor, financing, logistic give them heavy pressure. The thesis suggests that the govern-ment may create a fairer competition environment by lowering the bar of some preference measures, further re-forming the tax system and decreasing the additional cost in financing, stabilizing the policy release and reform to help the enterprise controlling their cost and improve their competitive ability in the long term.
