摘要
挣值管理是目前国际上普遍采用的先进项目管理技术,它把范围、进度和资源绩效综合起来考虑,以评估项目的绩效和进展。本文概述了挣值管理的基本理论,详细介绍了挣值管理在"华龙一号"示范工程中的应用方案,并以建筑工程为例,详细论述了挣值法在进度评测、分包合同支付及成本预测中的应用实践,最后总结了挣值法在"华龙一号"项目管理中发挥的作用:第一,挣值法是一种合理有效的支付方式,能够减少交易成本,促进合同双赢;第二,挣值法能够实现对项目的进度评测和成本预测,为项目的正确决策提供依据;第三,能够通过P6软件结构化存储"华龙一号"的实物工程量,为后续同堆项目提供参考数据。后续应通过信息化手段实现作业的自动跟踪和实际值的自动获取,提高挣值管理效率。
Earned value management is an advanced international project management technology, which is widely used in the world. It combines the scope, schedule and resource measurements to evaluate the performance and progress of the project. This paper summarizes the basic theory of earned value management, and introduces its application scheme in the first Hualong Pressurized Water Reactor (HPR1000). Then this paper discusses the practical application of earned value method in contract payment and cost prediction and schedule evaluation, taking civil engineering as an example. Finally, this paper summarizes the role of earned value management in project management of HPR1000. Firstly, it is a reasonable and efficient payment, which can reduce transaction cost and promote win--win situation. Secondly, it can evaluate schedule and forecast the cost of completion, which provides a basis for correct decisions of the project. Thirdly, it can store structured data about physical quantities for HPR1000 through P6 software, which provides reference data for subsequent projects. At the same time, this paper puts forward the following improvement direction: it should realize automatic tracking of tasks and automatic acquisition of actual cost by means of informatization, and improve the efficiency of earned value management.
