Support Effective of Agricultural Comprehensive Development Project on Farmers' Cooperatives

农业综合开发产业化经营项目是扶持中国农民合作社的一项重要政策,开展项目效果评价有助于优化项目。通过对安徽省、四川省、福建省、内蒙古自治区24个农民合作社和128个社员开展问卷调查发现,9个获得农业综合开发项目扶持的合作社改善了生产经营条件,推广了新品种和新技术,提高了农业标准化和质量安全,其社员生产积极性提高,农业投入增加。然而,项目扶持的合作社仍面临基础设施投资、专业人才、运营资金等不足的发展困境。因此,优化农发项目支持结构,完善生产条件、强化人才培养和创新农业保险是破解问题的关键。

The industrialization management project of agricultural comprehensive development is an important policy to support farmers＇ cooperatives development. Implementing project effect evaluation is likely to improve the project. Based on the survey of 24 farmers＇ cooperatives and 128 members from Anhui province, Sichuan province, Fujian province and Inner Mongolia autonomous region, the authors concluded that nine cooperatives supported by the agricultural comprehensive development project had improved production and operation condition, popularized new varieties and technologies, enhanced agricultural standardization and quality safety, and moreover, whose members had increased their production enthusiasm and agriculture input. However, the cooperatives were still confronted with insufficient input on int^astructure, talents and operation funds. Therefore, improving the project support structure, perfecting production condition, enhancing talents development and innovating agriculture insurance may be the key to solve the problems.
