不同主体功能区生态建设补偿责任探析——基于黑龙江省的调查

Analysis on Compensation Responsibilities for Ecological Construction under Different Development Priority Zones——Based on the Investigation of Heilongjiang Province

主体功能区战略按照开发方式,将我国国土空间划分为优化开发区域、重点开发区域、限制开发区域和禁止开发区域。不同主体功能区域下生态建设的功能定位不同,从而决定了其补偿责任也应当有所差别。文章分析了不同主体功能区生态建设补偿的机理,立足于非中央政府补偿的视角,以黑龙江省为调查范例,重点研究了不同市域以及同一市域范围内不同主体功能区之间生态建设补偿责任问题,并提出相应的补偿建议。

According to the development mode of development priority zones strategy, our national land space is divided into optimal development zones, key development zones, restricted development zones and prohibited development zones. The functional position of ecological construction under different development priority zones is different, which determines the compensation responsibility is different. This paper analyzed the compensation mechanism of ecological construction under different development priority zones. Based on the perspective of non-central government compensation, this paper mainly researched compensation responsibility of ecological construction under the different city and the different development priority zones within the same city region in Heilongjiang Province, and put forward some corresponding compensation suggestions.
