财政分权、地方政府竞争与生态效率

Fiscal Decentralization, Local Government Competition and Ecological Efficiency

在我国经济发展与生态环境问题逐渐凸显的情形下,生态问题成为制约我国可持续发展的重要问题。采用2001-2015年我国30个省的面板数据,首先基于非期望产出的数据包络模型测算各地的生态效率,进而以生态效率为被解释变量,财政分权和地方竞争为解释变量,建立空间动态面板数据模型,并将空间效应分解为长期和短期的直接效应和间接效应。研究表明:财政分权对于生态效率具有显著的提升作用,地方财政自由度的提升可以有效促进本地区生态效率的提升,但是由于地方政府间竞争的存在,生态效率建设存在"以邻为壑"的局面。

With the increasingly prominent development of our economy and circular ecological environment,ecological problems have become an important problem restricting China’s sustainable development, which are related with China’s fiscal decentralization and political decentralization unification. Using the 2001-2015 panel data of 30 provinces in China, based on ecology the efficiency of non expected output data envelopment model estimates around, and then to the eco-efficiency as explanatory variables, fiscal decentralization and local competition as explanatory variables to establish spatial dynamic panel data model and spatial effects into direct effect and indirect effect of long-term and short-term finance. The research shows that： right has a significant role in improving ecological efficiency, enhancing local financial freedom can effectively promote the ecological efficiency of the region, but because of the competition among local governments, there are ＂beggar thy neighbor＂situation of ecological efficiency of construction.
