营利性民办高校的界定之困、发展之觞与破解之策

Dinition Deficiency,Development Embarrassment and Countermeasure of Profit-Private Universities

营利性民办高校既是解决教育财政危机、顺应市场经济改革的产物,也是满足教育需求多样化的重要手段。在西方国家高等教育办学实践中,营利性民办高校已经发展成熟,并在人才培养、财政收入等方面发挥了巨大作用。文章从财政经费、市场供需、资源配置与产业发展等四个维度论述了我国发展营利性民办高校的必要性,以及目前在法律和实践层面上所面临的困境,并从利润意识、品牌营销、完善立法与产业政策等四个方面提出相应的对策建议。

Profit-private universities are not only the products of solving the financial crisis of education,adapting to reform of market economy,but also the important means to meet the diversification of educational needs. In the practice of higher education in western countries,profit-private universities have become mature and have played a great role in personnel training and financial income. In addition,this paper discusses the necessity of developing profit-private colleges in China from the four dimensions of financial fund,market supply and demand,resource allocation and industrial development,and the dilemma at the legal and practical level.From these four aspects of profit awareness,brand marketing,legal perfection and industrial policy,the corresponding countermeasures are put forward.
