我国高校基金会的社会功能探析

我国高校基金会因其特定的诞生背景和逻辑而兼具非营利组织和公共事业单位的双重身份,承载着不同于一般基金会的多重社会功能。依托于双重身份,高校基金会通过提供项目产品、制度产品、服务产品、信息产品、管理产品、组织产品、机制产品、文化产品等一系列"中间产品"或支撑性服务,直接或间接地参与到高等教育产品的供给过程,促进所在高校和高等教育事业的发展。双重身份之间的冲突为高校基金会社会功能的失灵埋下了隐患,走出这种困境有赖于在双重身份之间建立目标一致性共识,分享互补彼此的资源,实现双重身份社会功能的科学界分和有效融合。

Domestic college education foundation has dual roles of non-profit organization and public institution due to its specific birth background and existence logic,holding multiple social functions,which is different from other social foundations. Based on its dual roles,college education foundation takes a specific position in the process of higher educational public goods provision directly and indirectly,it can accelerate the development of colleges and higher education by supporting services and providing intermediate products,such as projects,frameworks,services,intelligence,management,organizations,mechanisms and cultural products. Conflicts between dual roles will be the hidden troubles to the failure of the social function of college education foundation. Solving these troubles depends on building target consistency,sharing resources,realizing separation and effective fusion of social function between dual roles.
