试论高校发展战略规划:作用、问题与对策

On Strategic Planning of University Development:Function,Problems and Countermeasures

高校发展战略规划在高校管理中起到重大的作用,包括引领作用、动员作用、凝聚作用和规范作用。尽管我国高校已经认识到战略规划的意义和价值,但在具体实践中仍然存在不少问题,比如:高校发展规划的缺乏、高校发展目标的冲突、高校权力结构的复杂、具体效能维度的落后以及规划可执行性的不足。这些问题阻滞着发展规划文本的具体落实,对发展规划的作用产生消极影响。针对这些问题,可采取以下方法和对策:明确地方大学的发展定位、把规划作为高校管理工具、增强高校发展规划合法性、基于监督的规划效能提升和加强高校发展规划执行力。

University development strategy planning plays a significant role in university management,including leading roles,mobilization roles,cohesion and normative roles. Although China＇s universities have realized the significance and value of strategic planning,there are still many problems in practice,such as,the lack of university development planning,the conflicts of university development goals,the complexity of university structure power,specific performance dimensions behind the planning and performance problems. These problems hinder the concrete implementation of the text of the development plan,and have a negative effect on the role of development planning. For these problems,we can take the following methods and measures：we should clarify the development orientation of local universities,use planning as a tool of university management,enhance the legality of university development planning,and improve the implementation power of university development planning based on the effectiveness of supervision.
