体育治理视野下我国高端体育智库的建设研究

Research on High-end Sport Think Tank Construction from the Perspective of Sport Management

运用治理理论,以我国高端体育智库为研究对象,运用文献调研、逻辑分析、专家访谈等方法,对我国高端体育智库的建设进行了研究。在梳理体育治理、高端体育智库的内涵与价值基础上,分析我国体育智库的发展现状,认为我国体育智库的研究成果质量不是很高、类型结构分散且未形成合力、内部机制有待完善、外部保障制度供给不足。从影响体育智库发展的内、外部因素入手,认为我国高端体育智库建设路径包括:定位高端,形成特色研究方向;以中国体育科学学会为依托,引领高端体育智库建设;规范登记管理,理顺智库管理体系;扩大财政支持,保障智库稳定运行;加强人才培养,打造一流人才队伍;落实信息公开制度,协同体育智库研究;健全决策征集制度,释放政府决策需求;强化社会服务功能,引导社会体育价值观形成。

Adopting the methods of literature review,comparative analysis,logical analysis and expert interview,taking the high-end sport think tank in China as the research object,this paper studies the construction of high-end sport think tank from the perspective of sport management. On the basis of combing the connotation and value of sport management and high-end sport think tank and analyzing the development status of sports think tank,it is considered that the quality of research achievements is not very high;the type and structure are decentralized and do not create joint force;internal governance mechanism remains to be perfect and the external guarantee system is in short supply. Furthermore,starting from the internal and external factors that influence the development of sport think tank,this paper suggests that the construction path of high-end sport think tank in China includes positioning high-end and forming characteristic research areas;taking China Sport Science Society as base,focusing on creating the high-end sport think tank brand;standardizing the management of registration and smoothening the management system of the think tank;expanding financial support to ensure the stable operation of think tank;strengthening personnel training and building a first-class talent team;implementing the information disclosure system and cooperating with sport think tank;improving the system of decision collection and releasing the government＇s decision-making needs;strengthening social services and leading social sports values.
