摘要
高校毕业生就业是一项复杂的民生工程,涉及高校毕业生、用人单位等相关主体和社会各方面。自2006年起,西藏自治区启动了高校毕业生就业制度改革,开启西藏高校毕业生"自主择业、双向选择"的进程。就业政策是体现高校毕业生就业价值导向的风向标。高等教育大众化的背景下,高校毕业生就业问题成为西藏群众关心的民生问题之一。为此,本文以高校毕业生就业政策在西藏建构的过程为主线,从高校毕业生就业现状、问题成因和就业政策历史演变及其价值取向三个维度,对西藏高校毕业生就业政策及其价值取向进行系统梳理分析,旨在考察西藏高校毕业生就业问题的共性和个性,为民族教育发展政策研究提供一个新的视角。
The employment of university graduates is a complex livelihood project,involving college graduates,employing units and related subjects and social aspects. In 2006,the reform of college graduates employment system started in Tibet Autonomous Region,which enabled Tibet college graduates to choose job freely with a two-way choice. With the employment policy guiding the value orientation of employment,under the background of popularization of higher education,college graduates' employment has become one of the livelihood issues of common concern of Tibetan people. Focusing on the process of constructing the college graduate employment policy in the context of Tibet,this paper makes an analysis of the employment policy and its value orientation system from three dimensions of the status quo,the causes of problems and the historical evolution and the value orientation of the employment policy in order to find out the general and specific characteristics of Tibet college graduates' employment problems and provide a new perspective for the research of national education development policy.
