要通过内部挖掘或外部引智,让专业的人担任核心部门的一把手。如何促进科技成果走出实验室、转化成生产力,实现研究、开发到应用的＂三级跳＂？近日,在接受《支点》记者专访时,国务院发展研究中心创新发展研究部副部长田杰棠对此提出看法：＂任何事都要靠‘懂行’的人推进,要通过内部挖掘或外部引智,让专业的人担任核心部门的一把手。＂
