老挝水电工程移民生计恢复初探

On the Migrant Livelihood Recovery for Hydropower Projects in Laos

通过分析老挝水电工程移民生计恢复前期论证、规划设计、实施和评估等过程,理清生计恢复的工作内容、工作方法和可能存在的问题,项目业主应高度重视,加强研究,制定合理的生计恢复政策,并形成正式的、得到各方认可的行动计划,及时有效的落实有关措施和方案。对情况复杂、难度较大的项目适时引进中国现代化农业技术和管理经验,以帮助移民改善生存环境。

Through the analysis on the prophase argumentation,planning,design,implementation and evaluation procedures of the migrant livelihood recovery work for hydropower projects in Laos,the specific work content,working methods and possible issues of the migrant livelihood recovery are determined. It shows that the project owners should firstly pay great attention on the livelihood recovery work. Reasonable policies should be made with careful studies. Formal action plan approved by all parties should be then formulated,and relevant measures and programs should be implemented timely and effectively. For complicated and difficult projects,modern agriculture technology and management experience from China could be introduced to help the migrants to improve their living situation.
