摘要
电价机制改革是电力市场建设的关键,旨在研究出一种适合于我国电力市场的输配电价定价方法。解读了输配电价改革政策,简述了比较常用的定价方法,综述了国外输配电价制定经验,为我国定价方法做出了选择。建立了基于逆向潮流追踪法的输电线路使用费分摊模型和基于分布因子法的输电线路安全费用分摊模型,介绍了基于核仁理论的网损分摊模型的计算步骤和求解方法。研究了基于阶梯分配法的分电压等级电网准许成本分摊模型,并采用电网实际数据完成了测算,得到输配电价水平,验证了模型的可行性。
Pricing mechanism reform is the key to the construction of the electricity market. This paper aims to develop a suitable pricing method of transmission and distribution services for China's competitive electricity marketplace. First, the policies of the transmission and distribution of electricity was interpreted. After describing more commonly-used pricing methods and reviewing foreign experience of pricing transmission services, it selected the methodologies suitable for Chinese electricity market. Then, a model based on reverseflow-tracing was established for sharing the usage costs of transmission lines and another model based on dis- tribution factor method for allocation of securitycosts of transmission lines. It introduced a loss allocation model based on the theory of nucleolus including its calculation steps and solution methods. Finally, this paper focused on establishing a model based on step ladder method for allocation of the regulated income in grid with multi-voltage levels. The transmission and distribution service price has been evaluated through actual grid data, and the feasibility of the proposed model has been verified.
