摘要
目的从医生层面评价医保医师管理制度的实施与执行情况,并提出相关的政策建议。方法以"KAP"理论为基础搭建分析框架,在海南省人民医院展开问卷调查,以护士作为对照,通过比较反映制度在医生层面的实施效果。结果护士在知晓、认知水平的得分均高于医生;护士对医生知晓情况和行为改变的评价低于医生自评;医生同护士差别最大的是手段认知中与惩罚措施相关的项目。结论医务人员对于制度的知晓和认知水平较低;医生中分摊处罚、逃避监管的想法较为普遍;医生对自身行为方式的转变存在高估的可能。
Objective To evaluate the implementation of the medical insurance physician management system from the view of doctors and propose policy suggestions. Methods Based on the theory of "KAP", a questionnaire survey was ear- ried out in Hainan General Hospital, to assess the effectiveness on the doctors with the nurses as the control group. Results The knowledge and attitude scores of nurses are higher than doctors ; The knowledge and practice scores by nurses evaluating doctors are lower than the doctor self - evaluation; The biggest difference between doctor and nurse is the score of cognition of punishment means. Conclusion Medical staffs have a low level of knowledge and negative attitude of the system ; The idea of spreading punishment and avoiding regulation is very common Among doctors; Doctors tend to over - estimate the change of their behaviors after the implementation of the system.
