科技社团承接政府部门转移职能现状的研究

Study of the Present Situation of the Scientific and Technological Organizations Undertaking the Functions Transferred by the Government

科技社团在推动我国科技强国建设、经济发展、和谐社会建设等方面都发挥着重要作用。政府转移职能为我国科技社团发展提供了良好的发展机会,如何更好地承接政府转移职能已成为一个重要的理论和实践问题。研究目的是在分析我国科技社团承接政府转移职能的现状及存在的问题的基础上,提出如何让科技社团更好地承接政府转移职能的措施和建议。

The scientific and technological organizations in China play an important role in the con- struction of the innovative country and science and technology power, the promotion of the transfor- mation of tile economic development mode, the facilitation of the construction of the harmonious soci- ety and social management innovation, and so on. The transfer of government functions provides a good opportunity for the development of the scientific and technological organizations. How to under- take the transfer of government functions well is an important theoretical and practical issue. This pa- per aims to first investigate the current situation and the existing problems of the organizations for sci- ence and technology undertaking the transfer of government functions, and then some suggestions are proposed for the organizations to better undertake the transfer of government functions.
