应急广播效果监测评估指标体系研究

Research on Effect Monitoring and Evaluation Index System of Emergency Broadcasting

目前,国家正在大力推进应急广播体系建设,国家新闻出版广电总局于2017年11月正式发布《全国应急广播体系建设总体规划》。我国应急广播技术系统由国家、省、市、县四级组成,各级系统包括应急广播平台、广播电视频率频道播出系统、应急广播传输覆盖网、接收终端和效果监测评估系统五部分。在如此庞大的技术体系中,如何对四级联动应急广播系统进行效果监测评估,如何在监测监管业务框架的基础上提炼出监测指标,以保障应急广播系统的安全可靠、可管可控,是迫切需要研究和解决的问题。

At present, the state is vigorously promoting the construction of an emergency broadcasting system. State Administration of Press, Publication, Radio, Film and Television of The People＇s Republic of China formally released the ＂National Emergency Broadcast System Construction Master Plan＂ in November 2017. China＇s emergency broadcast technology system consists of four levels： national, provincial, municipal and county level. The systems at all levels include emergency broadcast platform, radio and television broadcast frequency channel broadcast system, emergency broadcast transmission coverage network, receiving terminal and effect monitoring and evaluation system. In such a large technology system, how to monitor and evaluate the effectiveness of the four-tier emergency broadcast system and how to extract the monitoring indicators based on monitoring the regulatory framework so as to ensure that the emergency broadcasting system is safe, reliable and manageable？ There is an urgent problem to be studied and solved.
