基于投资单元的油气勘探开发规划方法能够较好地适应国际业务的需要,国际油气勘探开发规划应当考虑与国内业务不同的特点。通过引入投资单元,可以较好地识别和刻画油气资源投资机会。对投资单元进行统一参数下增量法的前瞻性经济评价,然后利用经济评价结果分类进行投资组合优化,能够实现在投资规模约束下的投资效率最大化。实践证明,通过以上分类和优化方法,既可以鼓励下属企业实现资源价值的最大化,也有利于实行决策门限管理体系,切实做到长远规划和年度投资安排的有机结合。
