浅谈临战压力下警察安全执法的应对策略

A Brief Discussion on Countermeasures for Police Officers under Pre-combat Stress to Carry out Law Enforcement Work Safely

警务执法工作的开放性、危险性等特点决定了警务执法工作潜在的危险无处不在,警务执法人员在执法中常要面对歹徒暴力突袭、"自媒体"群众的监督等多重压力。执法警员在重压之下如果对现场掌控和处理稍有不当,就会致使执法主体、执法对象及无辜群众产生伤亡,甚至会引起强烈不良社会影响。综合国内外相关研究,对警务执法临战压力下警察安全执法的基本策略进行研究,在警械武器、战术计划、交流沟通能力等六个方面可以提出应对策略。

Potential danger in police service and law enforcement work originates from essential characteristics of the work itself such as hazardousness and openness. Law enforcement personnel always suffer from violent attacks, as well as the stress rose by supervision from the media and the public. If law enforcement police officers, under the multi-stress, fail to bring the scene under control and fail to handle the emergencies properly, casualties of law enforcement personnel, law enforcement objects and innocent civilians, even intense negative social influence, may be unavoidable. Therefore, this article integrates the related researches domestic and abroad and summarizes Seven Basic Strategies ensuring safe law enforcement for police officers confronted with pre-combat stress. The Six Basic Strategies include skillfully applying police equipment, designing and exerting tactic planning, strengthening communication abilities and etc.
