摘要
针对当前国内不同单位在气象灾害应急综合管理中基本措施较为笼统,不同单位在具体实施时无据可依的现状,选取灾害天气频数、经济损失、人员伤亡和社会影响四个因子构建气象灾害敏感度指标体系,采用分级赋值的方法对各指标实际值进行了半量化处理,使不同灾种的风险值统一在同一标准,并建立了气象灾害敏感单位的评估模型,最终将不同单位的气象灾害敏感度划分为高、较高、一般和轻微四个类别,旨在为规范气象灾害应急管理提供参考。
According to basic measures of the current domestic various units are more general in meteorological disasters emergency comprehensive management,different units take measures without the actual situation. The disaster weather frequency,economic losses,casualties and social effects are considered to construct the meteorological disasters sensitive index system,the actual value of indexes processed semi quantitative analysis to range different disasters risk value consistent with the method of classification and valuation,the assessment of meteorological disasters sensitive units model is established to divide different units of meteorological disasters sensitivity into four categories,high,junior high,general and slight. The purpose of the paper is to provide references for the emergency comprehensive management of meteorological disasters.
