社区减灾知识资本的形成与投入

Formation and Input of Intellectual Capital in Community-based Reduction of Disasters

将知识资本理论引入具有公共产品属性的社区减灾生产与供给中,基于我国社区减灾政策工具实践构建社区减灾投入—产出分析工具,并利用该工具提出当前我国社区减灾知识资本的形成不足已成为社区减灾主要障碍之一的问题。问题表现为源头上知识资本的存量不足和过程中整合创造的力度不足,而根本原因在于正式部门知识资本形成不足。建议包括政府部门、志愿部门和市场部门在内的正式部门充分链接合作打造中间产品、形成知识资本,以供社区投入再创造形成最终产品。

We introduce intellectual capital theory into the field of community-based reduction of disasters with the attribute of public goods. An input-output analysis tool is built and used to put forward the proposition that the lack of formation of intellectual capital has been the main obstacle of community-based reduction of disasters in China,which presents as the lack of capital stock,integration and creation. The root cause lies in the insufficient role playing by formal sector in the formation of intellectual capital. We suggest that formal sector,including government departments,voluntary sector and market,should work more cooperatively to provide intermediate goods and form more intellectual capital,which can be used by community to recreate final goods.
