在国有企业改革前,职代会在审议重大决策、监督行政领导和维护职工的合法权益中发挥着重要作用,是处理和协调国家、企业、职工个人之间关系的纽带,是职工"主人翁"地位制度化的彰显。但随着国有企业改制职代会的地位发生了巨大改变,时至今日职代会的作用日渐式微,甚至成了企业装点门面的花瓶。完善职代会已迫在眉睫。

But with the reform of state-owned enterprises, the role of worker＇s congress has undergone tremendous changes, today the congress role is declining, and even became the tokenism vase of enterprise. Improving the congress is imminent.
