市场化金融扶贫:精准扶贫下的机遇与挑战

Marketized financial poverty alleviation:opportunities and challenges under precision poverty alleviation

金融扶贫是扶贫体系的重要组成,同时也被寄予了很高的政策期望。然而,在市场不健全及政府干预两方面作用下,金融机构的市场扶贫机制无法有效发挥结合已有文献分析后发现,精准扶贫中的精准识别是解决以上问题的关键,但识别难题、政府干预的路径依赖及创新不足等问题则限制了金融机构市场化扶贫的可能。对此,应重新考量金融机构在扶贫中的作用,减少行政干预,充分利用精准识别的外部性。

Financial poverty alleviation is an important component of the poverty alleviation system,and it has also been placed with high policy expectations.However,under the imperfect market and government intervention,the financial institutions of the market poverty alleviation mechanism can not play their role effectively.Based on the analysis of the existing literature,it is found that the precise identification in precision poverty alleviation is the key to solve the above problems,but the problem of identification,the path dependence and lack of innovation of government intervention limit the possibility of market poverty alleviation.In this regard,this paper argues that the role of financial institutions in poverty alleviation should be reconsidered,administrative interventions should be reduced,and the externalities of precision identification should be fully utilized.
