摘要
在城市功能空间分化明显、停车需求多样的背景下,单一标准的停车收费政策已无法有效发挥静态交通系统管理对城市交通运行发展的影响作用。通过融合土地立体、公交服务、停车供需以及交通运行情况等因素叠加分析,构建适合苏州城市特征的区域差别化停车收费分区。在此基础上,结合国内城市发展经验以及定量的分析,提出差别停车分区基础上的停车收费标准调整建议。
Under the background of urban functional space differentiation and parking demand diversification, the traditional simplex parking charge policy is not enough for influencing urban traffic development. This paper collects multiple levels of data including land using, public transportation services, traffic condition and parking contradictions, then analyzes these data to set up a reasonable regional differentiation parking pricing scheme which is suitable for the situation of Suzhou city. Next, this paper combines the domestic urban development experiences and the quantitative analysis results, to propose the parking charge standard adjustment suggestions with resorting to the thought of differential parking partition.
