区域关系视角下的供给侧结构性改革研究

Research on Supply-side Structural Reform from the Perspective of Regional Relations

供给侧结构性改革已成为中国经济发展改革过程中的重要任务。目前有关供给侧结构性改革的研究缺乏自洽性和可操作性,不利于社会各界凝聚共识、推动供给侧结构性改革。基于区域关系视角,对供给侧结构性改革的表面特征、形成原因、政策建议进行一以贯之的描述和解释,并指出保障供给侧结构性改革的质量还必须在当前＂三去一降一补＂基础上强调由无序的地方竞争转向在中央政府调控下的区域协调发展、由地方晋升式发展转向共享式发展、由地方政府运动式发展转向法治化发展。

Supply-side structural reform has become an important task in the process of economic development and reform in our country. At present,the research on supply-side structural reform lacks self-consistency and maneuverability,which is not conducive to the consensus of all sectors of society,and to promote the supply-side structural reform. Based on the perspective of regional relations,this paper gives a consistent description and explanation of the surface features,formation causes and policy recommendations of the supply-side structural reforms. It also points out that ensuring the quality of the supply-side structural reforms must also be based on the current‘Three go,one drop,one supplement reduction＇basis Emphasizing the shift from disorderly local competition to coordinated regional development under the control of the central government,shifting from local promotion to shared development and from the movement of local government to the legal system.
