京津冀县域经济发展:要素作用与城市辐射

Economic Development of Beijing-Tianjin-Hebei Region:Factor Function and Urban Radiation

京津冀都市圈是中国三大都市圈之一,中心城市发展程度很高,整个区域经济发展水平却一直落后于＂长三角＂和＂珠三角＂。对比来看,京津冀与＂长三角＂、＂珠三角＂在县域经济方面存在明显的差距,京津冀县域经济发展水平低是京津冀地区发展落后的重要影响因素。县域经济作为城市的腹地,作用越来越凸显,在推进和实现京津冀协同发展中,需要彻底改变京津冀县域经济发展严重滞后的状况。为此,应充分厘清京津冀县域经济发展的动力源及制约因素。本文把京津冀154个县域单位作为研究对象,通过对拓展的县域生产函数进行估计检验,结果表明,人力资本和固定资产投资等投入要素尽管在京津冀县域经济发展中的作用存在差异,但都起到了应有的显著作用。更重要的发现是,政策支持及以区位因素表征的空间、行政因素的作用显著,表明中心城市对周围县域经济发展亦具有明显的辐射和带动作用,而这种作用受到了行政区划和体制的限制,在推进京津冀协同发展中须打破行政和体制的限制。

Beijing-Tianjin-Hebei metropolitan area is one of the three major metropolitan areas in China's Mainland,with a strong central city development,but its entire regional development has been lagging behind the Yangtze River Delta and the Pearl River Delta. In contrast,there is a clear gap between the Beijing-TianjinHebei region and the Yangtze River Delta and the Pearl River Delta in the county economy which is the fundamental embodiment of the lagging behind of the Beijing-Tianjin-Hebei region＇s development. County economy is playing a more and more important role as the hinterland of the city. In advancing and realizing the coordinated development of the Beijing-Tianjin-Hebei region,it is necessary to completely change the situation of lagging behind of the county economic development in the Beijing-Tianjin-Hebei region. Based on the study of 154 county units in Beijing-Tianjin-Hebei region,this paper validates that human capital,investment of fixed assets,industrial structure and policy support all have different effects on county economic growth. At the same time,the empirical results show that the location factors also have significant influence in the growth of county economy,indicating that central city has obvious radiation and leading role in the development of county economy.
