改革开放以来,中国农村社会发生了翻天覆地的变化,存在千年的乡规民约开始出现松动和转型迹象,急需加以引导和重建。对此,党和政府极为重视,并在乡规民约中力求尊重和维护人民的权利。实际上,也正是我们实现中华民族伟大复兴＂中国梦＂的题中应有之义。在这一历程中,河北省临西县乡规民约的变迁颇为典型,可用以详细阐明改革开放以来中国乡规民约在时代变迁中的创新与重构。

This paper take the changes of Linxi County＇s rules and regulations since the reform and opening up as an example,discuss the Chinese rural regulations＇ innovation and reconstruction in the changing times.This paper also discuss the significance of rural governance model of Linxi sample.Since the reform and opening up,Linxi county has developed a series of rural rules and regulations. The basic spirit of them both came from 1960 s＇ village governor Lv Yulan. In different periods since the reform and opening up,the form and content of these rural rules and regulations are also different. In these rules and regulations,the rights of the people get more and more respect,requirements for Party members and governors are increasingly high,and the emphasis on economic life has become increasingly rich. All of these show that the process of democracy and modernization in Linxi rural became more and more quickly since the reform and opening up.And this is also the meaning of＂China dream＂.
