包头市固阳县森林生态价值核算研究

Research on Accounting of Forest Ecological Value in Guyang County of Baotou

以固阳县2015年森林资源现状为研究对象,参考《森林生态系统服务功能评估规范》(LY/T1721-2008)标准,从涵养水源、固碳释氧、净化空气、土壤保持、森林游憩等5个方面10项指标分别进行价值核算,结果显示:固阳县森林生态总价值31 298.44万元,其中,涵养水源价值811.92万元,占总价值2.63%;固碳释氧价值19 719.89万元,占总价值63.91%;净化空气价值3 604.28万元,占总价值11.68%;土壤保持价值1 785.05万元,占总价值5.78%;森林游憩价值5 377.30万元,占总价值17.43%。价值测算结果为当地森林生态补偿机制的建立及其他环保政策的制定提供了合理依据,同时也为自然资源资产评估进行一些有益的探讨。

Taking the present situations of forest resource in Guyang County in 2015 as a research object,according to the Forest Ecosystem Function Evaluation Criterion standards（ LY/T 1721-2008）,the values have been accounted on water conservation,carbon fixation and oxygen release,air purification,soil conservation and forest recreation. The results show that the total forest ecological value in Guyang County is 312. 98 million yuan,among them,the value of water conservation is 8. 11 million yuan,which is 2. 63% of the total value; the value of carbon fixation and oxygen release is 197. 19 million yuan,which is 63. 91% of the total value; the value of air purification is 36. 04 million yuan,which is 11. 68% of the total value; the value of soil conservation is 17. 85 million yuan,which is 5. 79% of the total value; and the value of forest recreation is 53. 77 million yuan,which is 17. 43% of the total value. The accounting of value can provide the rational basis for establishing the forest ecological compensation and other environmental policy in Guyang County. At the same time,a useful discussion has been done for the natural resources assets assessment.
