摘要
目的对前期建立的卫生专业技术人员绩效考核指标进行探索性应用,分析绩效结果,提出完善绩效指标及改进考核的建议。方法选取一家三级公立医院,收集该院2013年1—12月1 004名卫生专业技术人员的工作量、医疗质量、技术能力、医德医风与综合素质、科研教学等方面数据,运用已构建的绩效考核指标体系进行考核评价。结果考核得分均分最高的为医疗质量,其次为医德医风综合素质评价、工作量、技术能力,科研教学得分较低。采用方差分析比较不同职称、不同科室卫生专业技术人员的一级指标及绩效考核总分得分,不同职称的卫生专业技术人员绩效考核总分得分的差异均有统计学意义(P<0.01);不同科室不同职称的医师各项指标得分差异均有统计学意义(P<0.01)。结论该绩效指标能客观反映卫技人员的工作绩效,具有一定的合理性和可操作性,在实际运用中不断完善可促进医院人力资源管理的精细化。
Objectives To analyze the performance results by application of the pre-established performance appraisal index for professional medical workers,and to provide suggestions for refining the performance index and appraisal.Methods A tertiary public hospital was chose and the data of 1 004 medical professionals were collected in terms of workload,medical quality,technical ability,medical ethics and practices,all-round quality,and teaching scientific research,and the data were examined and appraised by using the established performance assessment index system.Results Medical quality has the highest average assessment score,successively followed by medical ethics and practices,all-round quality,workload and technical ability.The teaching and scientific research got a lower score.Analysis of variance demonstrated statistical differences in the total score of performance evaluation among health professional and technical personnel with different titles(P〈0.01)as well as in technical competence,medical quality,workload and the score of scientific research and teaching among physicians with different titles in different departments(P〈0.01).Conclusions The performance index is rationale and operable,which can reflect the work performance of medical workers.It can promote the refinement of human resources in hospitals after constant improvement in practical application.
