新型城镇化进程中新生代农民工教育培训的社会支持体系研究

Research on Social Support System for Education and Training of New Generation Migrant Workers in the Process of New Urbanization

新型城镇化进程中,加强对新生代农民工的教育培训,提升其人力资本,是推进这一群体融入城市生活的有效途径,但调查发现,新生代农民工在培训信息、资金、人脉、教育等社会资源的获取上处于不利地位,教育培训的社会支持网络较为薄弱。原因在于政府职责缺失,没有发挥教育培训的主导作用,企业缺乏培训主体意识以及新生代农民工社会支持利用度较低。因此,在实践上构建政府、企业、院校和培训机构四位一体的外部社会支持体系和新生代农民工教育培训的自我支持系统,开展服务渠道和机制建设,对于促进新生代农民工城镇化和实现产业结构升级具有重要现实意义。

The new generation migrant workers is the main body in the process of new urbanization.To strengthen the education and training for the new generation migrant workers and improve their human capital is an effective way to promote urbanization of the group. However, it is found that the social support network of the training which the new generation migrant workers owned is relatively weak. They are difficult to get the training of information, capital, connection, education and so on. The reason is that government is lack of responsibility and did not play the leading role in education and training. Another reason is that enterprises are lack of subject consciousness and the new generation migrant workers utilize support lowly. Therefore, we should construct the external social support system of government, enterprises, colleges and training institutions practically. It is essential to build the internal social support system for the new generation migrant workers and carry out service channels and mechanism construction. It is of great practical significance to promote the new generation migrant workers in urbanization and realize the upgrading of industrial structure.
