Domestic Debates regarding “the Kuril Islands” in Japan and Analyses of Their Causes and Influences

"北方四岛"问题是日俄关系的症结所在。日本一贯主张"北方四岛"是其固有领土,坚持要求俄罗斯归还"北方四岛"的政策,日俄关系很大程度上因此而陷入僵局。为突破现实困境,日本国内政界、学界和民众围绕"北方领土"问题有着不同看法。日本国内政界和学界主要形成了激进的和温和的两种看法,不同地区的日本民众在不同历史时期也对"北方四岛"问题有着不同的看法。这些争论的内容不尽相同,争论本身也都具有特定的原因,争论还会对领土问题的解决产生重要影响。

＂The Kuril Islands＂ issue is the key problem to the Russo-Japanese relationship. Japan has consistently advocated that ＂the Kuril Islands＂ are its inherent territory and insisted that Russia return them. The Japan-Russia relationship has, to a great extent, been trapped in an impasse. In order to break through the predicament, different views on ＂the Kuril Islands＂ issue appear among Japanese political elites, within academic circles and Japanese people as well. Radical and mild views have been formed within Japan＇s domestic political and academic circles. Japanese people in different regions have different views regarding ＂the Kuril Islands＂ issue in different periods. The content of these debates is not the same and there are specific reasons to these debates. Besides, debates will also have an important impact on the settlement of territorial issues.
