对国土资源政策评估工作的认识

Understanding of the Evaluation of Land and Resources Policies

提高政策及政策实施的有效性是当前公共管理研究领域与政府行政管理实践领域的热点与焦点。国内外的实践与研究证明,政策评估是提高政策及其实施有效性的有效路径。本文以国土资源领域相关政策评估实践为基础,界定了国土资源政策评估的主体、客体。对政策评估方法进行了一般性描述,对国土资源政策评估内容的方法适宜性进行了分析。提出从评估工作制度化、培育适宜的评估主体、发挥政府智库作用、重视评估成果的应用等方面加强和完善国土资源政策评估工作的建议。

The improvement of policy and its implementation effectiveness are the hot spot and focus in the current fields of public administration research and government administration practice. According to the domestic and overseas practices and research, policy evaluation is an effective way to improve policy and its implementation effectiveness. Based on the relevant policy evaluation practice of land and resources, this paper has defined the subject and object of the policy evaluation of land and resources. It has described the policy evaluation methods in general and analyzed the suitability of the methods of land and resources policy evaluation content. It has put forward some proposals in terms of strengthening and perfecting the land and resources policy evaluation, including the institutionalization of the evaluation work, cultivation of appropriate evaluation subjects, the implementation of the role of government think-tank, the emphasis on the application of the evaluation results, etc.
