西北内陆河流域水资源管理利用的经验与启示

Experience and Enlightenment of Water Resource Management and Utilization in Inland River Basin of Northwest China

近十多年来,我国西北地区实施了一系列生态治理政策,西北内陆河流域的水资源管理利用是其中的重要内容之一。正确认识西北地区生态治理的经验教训,可为大力推进西北地区生态经济的协调发展,以及"丝绸之路经济带"的生态文明建设,提供理论指导和实证示范。本文分析了石羊河流域民勤绿洲60余年的水资源管理利用发展历程,并从其产生的影响范围、阶段特征两方面总结了经验教训;在此基础上,提出了西北地区生态治理政策在产业化治理、生态补偿、后续管理等方面的重要启示。

Over the past decade, a series of ecological management policies have been implemented in northwest China, and water resource management and utilization in northwest inland river basin is one of the important contents. A correct understanding of the experiences and lessons of ecological management in northwest China provides theoretical guidance and empirical demonstration for the promotion of the coordinated development of ecology and economy in northwest China and the construction of ecological civilization of ＂Silk Road Economic Belt＂. This paper analyzed the development process of more than 60 years of the water resource management and utilization of Minqin Oasis in Shiyang River Basin, and summarized the experiences and lessons from its impact ranges and stage characteristics. On the basis of that, the significant enlightment of ecological management policy in northwest China were proposed from aspects such as industrialized governance, ecological compensation, and follow-up management and so on.
